The
Mohafazat of Mount Lebanon, which includes the suburbs of the capital,
ranks first with respect to its share of households classified below the
threshold in Lebanon (30 percent); followed by the Mohafazat of the
North (26.8 percent). Together, these two mohafazats account for 56.8
percent of all households in need of policies and programs to improve
their situation with respect to education.

Table 56 reflects the
geographical distribution of households that are in need of educational
services. The distribution of households within the mohafazats, however,
exhibits a marked difference in the population distribution, based on
the educational situation, between the capital and Mount Lebanon, on the
one hand, and the remaining mohafazats, on the other. In these two
mohafazats, the percentage of households classified as having a high
degree of satisfaction based on the education index is about twice that
of households with a low degree of satisfaction. The opposite situation
prevails in the other mohafazats. As for the ranking of the mohafazats
based on the extent of their deprivation of education, the Mohafazat of
North Lebanon comes first, followed by Nabatieh, Bekaa, and the South.

Regional disparities are more
apparent at the level of kadas. The percentage of the deprived according
to the education index is highest in Akkar (66 percent of resident
individuals), followed by Hermel (64.3 percent) and El-Minieh (58.8
percent). This compares with 17.7 percent in Kesrouan, 19.9 percent in
Koura, and 19.8 percent in Beirut.
Akkar also ranks first among the kadas in terms of its share of deprived
individuals (12.7 percent), followed by Tripoli (9.9 percent), Baabda
(9.5 percent) and El-Metn (8.1 percent).
This makes it necessary, when designing education and teaching policies
and programs, to combine dealing with the common basis of these problems
within the frame of general policies, and the quality and cost of
education; and to identify major and secondary differences between
regions including the setting of priorities such as dealing with the
illiteracy problem in some kadas, increasing the capacity of public
schools to absorb students, rehabilitation of school buildings,
resolving the problem of school transport, and early school drop-out.
