ISG - TERMS OF REFERENCE

Subject: The International Support Group (ISG) for Mine Action in Lebanon.

1. Introduction.
It is foreseen that major Mine Action activities will take place for years to come and it is essential that all the four international pillars of Mine Action; Mine Awareness, Mine Victim Assistance, Humanitarian and operational demining (incl. Data Collection and surveys) and Socio-economic Development and Rehabilitation are properly covered and addressed in Lebanon.
The generous contribution of the UAE will not allow covering and addressing all the aspects of Humanitarian Mine Action.
In order to address the gaps between existing resources and future needs the ISG will be the mechanism to ensure that all aspects of Mine Action are covered.
2. The suggested purpose of the ISG:
Identifying the resources to address the financial and technical gaps
Securing financial sources for de-mining and looking for additional sources
Co-operation with international institutions on fund-raising
Review of proposals submitted by the NDO or third party for funding
3. The suggested structure of the ISG.
The Minister of Defense is the permanent Chairman of the ISG.
It is suggested that the Co-chair of the ISG meeting rotate among the members the ISG.
It is suggested that the ISG have a secretariat directed by the Ministry of National Defense (one representative) supported by UNDP (two representatives).
It is suggested that the ISG establish four Working Groups (WG):
1. Mine Awareness
2. Mine Victim Assistance
3. Humanitarian and operational demining (incl. Data collection and surveys)
4. Socio-economic development and Rehabilitation
The role of the working groups is to identify the short and long term needs for mine action in the country, starting from an analysis of the current situation and an identification of the gaps between existing resources and requirements. It would then be up to the members of the working group to find the most efficient means to fill these gaps, if possible. Proposals are given to the ISG for its consideration.
4. Members
It is suggested that, as regards external partners of Lebanon, members of the ISG be donors that are already making contributions, have made commitments and/or are considering making contributions.
5. Modus operandi
The intention is to conduct ISG meeting on a monthly basis.
