Situation Report: 9 August 2006
Recovery
The first meeting of the Recovery Cluster was convened yesterday. Participants included two representatives from the Prime Minister’s Office (PMO) of Government of Lebanon, in addition to representatives from UNHCR, UNICEF, WHO, ESCWA, ILO, UNFPA, and the lead agency UNDP.
The meeting was initiated by the UNRC who reiterated the various ongoing consultations with the Government of Lebanon, the World Bank and several other entities towards the establishment of a government led entity within the PMO to drive and manage the early recovery activities.
The PMO representatives mentioned several early recovery initiatives forwarded to the Government of Lebanon in the last few days. However, it was stated that the UNDP support is looked forward to put together an early unit or a secretariat at the PMO, within the same modality of other UNDP Programme Advisory Units within several line ministries. The issue of Government lead of the process was unanimously agreed.
Several sectors in need for early recovery activities were listed. This includes addressing physical recovery, as well as restoration of services and systems to help provide public services to the communities. It should be noted that the UNDP liaison officer at the High Relief Committee reported an initial assessment of destroyed houses/flats at 7000. Half of this figure is in the urban southern suburbs of Beirut alone.
Agencies expressed willingness to undertake early recovery activities within their respective sectors of traditional interventions.
UNDP presented a set of early recovery project proposals. That was welcomed by the Government of Lebanon representatives who reiterated their interest in looking into project proposals, and possibly go as far as financing or cost sharing some of them with other donors.
Data management and support to UN Agencies

Within its current lead role on data management, UNDP convened a meeting with WFP, UNICEF, UNHCR, OCHA, CARITAS and IOM. It was agreed that in the absence of a cohesive assessment, the ongoing rapid assessment will provide the baseline upon which agencies can begin to formulate their strategic actions. However, the problem of over assessment of IDPs, especially those located with host families, without tangible results, a problem already highlighted by MOSA was raised once more.

UNHCR proposed an interagency response form. It is to be discussed in the next data management meeting. The purpose of the form is to facilitate agency response to situations developing on the ground. It was agreed that a feedback mechanism should be created to respond to these forms.

UNDP in consultation with other agencies will provide a series of trigger points for when the current assessment would need to be updated. These will be provided to the High Relief Council (HRC) and the Ministry of Social Affairs (MOSA) for their inputs.

Ways to continuously monitor situation on the ground were discussed.

Suggestions were made to OCHA to request that cluster heads provide a one page summary of main issues in each cluster, with actions taken and actions planned for all agencies to consult. Purpose is to provide a holistic picture of challenges faced in each cluster to all.

A Map with administrative districts was prepared by UNDP GIS expert and provided to OCHA.
Support to and coordination with the Government of Lebanon

Meeting held with the Ministry of Social Affairs (MOSA) and national NGOs to coordinate execution of interagency rapid assessment and the delivery mechanisms of relief operations. Assessment is launched in Beirut.

Meeting held with the Ministry of Social Affairs (MOSA), the Norwegian Aid Cooperation (NAC) and a representative of the Ministry of Health (MOH) to discuss emerging problems in social centers especially in the absence of trained managers. The problem is urgent and if not dealt with immediately could form a kernel for future social unrest within (Internally Displaced Person) IDP centers and possible between host families and IDP centers. Decision taken to have the MOSA coordinate training sessions with the NAC, the Ministries of Education and Displaced as well as other decision makers, the UNHCR and relevant national entities.

Meeting held at MOSA with representatives from the MOH and the director of the Université St. Joseph Hospital to discuss national NGO mapping in health delivery.
In view of the mounting damage to the housing stock whereby 7,900 units have been demolished until now, a meeting held with the Minister of Social Health, the Director of the Public Institute of Housing and the representative of USAID to discuss housing and population displacements and plans to provide long term housing loans to internally displaced residents and those who have lost their homes.

Meeting facilitated between data management personnel at the HRC and the MOSA to insure coordination and synergy between the two entities over relief efforts.
