WORKSHOP ON GROUNDWATER LEGISLATION REVIEW AND WATER TARIFF ANALYSIS IN LEBANON

Beirut, 16 January 2003 (United Nations Information Services) - Under the patronage of His Excellency Mr. Mohamad Abed Al Hamid Beydoun, Minister of Energy and Water in Lebanon, the United Nations Economic and Social Commission for Western Asia (ESCWA) in joint collaboration with the United Nations Development Programme (UNDP) is holding a one day workshop on "Groundwater Legislation Review and Water Tariff Analysis in Lebanon" on Friday, the 17th of January 2003. 

This workshop is part of the UNDP-ESCWA project entitled: "National Policy Framework for Water Resources Management in Lebanon" and is implemented with the Ministry of Energy and Water in Lebanon. The main objective of this workshop is to enhance the capacity of the ministry personnel and the personnel of national agencies involved in water issues in some areas of Integrated Water Resources Management (IWRM) specifically in the areas of groundwater legislation and assessment of water tariff. 

The project addresses two water priority issues as identified by the Ministry of Energy and Water, namely: capacity building in groundwater legislation, and water tariffs. Its main objectives are to assess the overall water resources situation in Lebanon; review the existing water policies and programmes. It will review groundwater legislation and water tariffs in view of recommending appropriate measures for their effective implementation as part of building-up the institutional and technical capacity of water experts and ministry personnel in Lebanon in these areas.

The opening ceremony will take place on Friday, 17 January 2003 at 9:30 am at the UN House, Beirut. The Workshop covers five working session which will focus on a number of issues, namely: the review of the evolution of legislation, the utilization and management of groundwater sources in Lebanon; the identification of the basic components of a modern groundwater code relevant to the Lebanese context; suggestions of measures to update the existing legislation including their enforcement; review of the different tariff structures applied in Lebanon in the domestic, industrial and agricultural sectors, identification of the basic components of an appropriate water tariff system and suggestion of measures to improve the existing water tariff schemes by proposing various tariff designs. 

This workshop will be attended by Experts from the Ministry of Energy and Water, Ministry of Environment, Ministry of Agriculture, Ministry of Public Health and the different water authorities. In addition, representatives from concerned international and regional organizations will be attending.
