MANAGEMENT

Ms. Marta Ruedas, UN Resident Coordinator; UNDP Resident Representative
The Resident Representative, officially accredited to Lebanon, is the senior most manager of UNDP, and is accountable for the effective delivery of the organization's projects and programmes.  She provides leadership to the strategic direction of UNDP, and ensures that its programmes are coordinated with those of the other UN funds and programmes in Lebanon, a function that is fulfilled through her parallel role as UN Resident Coordinator. 

Mr. Seifeldin Abbaro, Country Director
The UNDP Country Director assumes the overall management of the UNDP programme.  He has delegated financial authority from the Resident Representative, including for project approval.  He assumes the overall responsibility for, and coordination of, the operational and programmatic activities of UNDP including the internal control mechanisms.  He furthermore represents UNDP at fora where the Resident Representative acts as UN Resident Coordinator.

Mr. Nick Rene Hartmann, Deputy Country Director
The Deputy Country Director (DCD) for Programme and Operations supports the tasks of the Programme Managers and the Operations Unit through, inter alia, facilitation of the delivery of development results by improving office effectiveness, and chairmanship of the Contracts, Asset, and Procurement Committee (CAP) in support of efficient procurement and recruitment.  The DCD supports the Resident Representative and Country Director in ensuring that decisions taken are executed in a timely and efficient manner, and acts as UNDP Officer-in-Charge in their absence.

Ms. Ghada Naifeh, Executive Associate to RR/RC and CD
The Executive Associate to the Resident Representative and Country Director supports the effective functioning of the RR and CD ’s offices, maintains protocol procedures, efficient management of information flow and follow-up on deadlines and commitments made.  The Executive Associate liaises with senior government officials and donors, as well as Chiefs of UN Missions and UN Officials in Headquarters.

PROGRAMME

Democratic Governance

Mr. Hassan Krayem, Programme Manager - Governance
The Programme Manager is responsible for the management of  UNDP’s Governance Programme. The Specialist analyzes political, social and economic trends and leads the formulation, management and evaluation of the programme activities within this portfolio.  Another critical function is the provision of policy advice services to development clients and to management.

Ms. Gaelle Kibranian , Programme Officer
The Programme Officer Ensures administration and implementation of  programme strategies, adapts processes and procedures, effective quality control over the on-going projects, as well as being to responsible for all donor-related requirements in terms of reporting and financial management. Finally provides support in creation of strategic partnerships and implementation of the resource mobilization strategy.

Poverty and Social Development

Mr. Raghed Assi, Programme Manager – Social Development
The Programme Manager is responsible for the overall management of the Poverty and Social Development Programme. The Specialist analyzes political, social and economic trends and leads the formulation, management and evaluation of the programme activities within this portfolio. Another critical function is the provision of policy advice services to development clients and to management.

Ms. Manal Fouani, Programme Officer
The Programme Officer Ensures administration and implementation of  programme strategies, adapts processes and procedures, effective quality control over the on-going projects, as well as being to responsible for all donor-related requirements in terms of reporting and financial management. Finally provides support in creation of strategic partnerships and implementation of the resource mobilization strategy.

Energy & Environment

Mr. Edgard Chehab, Programme Manager - Energy & Environment
The Programme Manager is responsible for the overall management the UNDP Energy & Environment (E&E) Programme. He Analyzes political, social and economic trends and leads the formulation, management and evaluation of the programme activities within the portfolio.  He provides policy advice services to development clients and to management. As an ARR, he is responsible for Strategic partnerships and resource mobilization for UNDP Lebanon

Ms. Jihan Seoud, Programme Officer
The Programme Officer Ensures administration and implementation of  programme strategies, adapts processes and procedures, effective quality control over the on-going projects, as well as being to responsible for all donor-related requirements in terms of reporting and financial management. Finally provides support in creation of strategic partnerships and implementation of the resource mobilization strategy.

Crisis Prevention and Recovery

Ms. Celine Moyroud, Crisis Prevention and Recovery Advisor
The Crisis Prevention and Recovery Advisor provides advice to the design, implementation and evaluation of UNDP’s crisis prevention, recovery and peacebuilding projects. She is also the manager of the Crisis Prevention and Recovery (CPR) Unit and is responsible for UNDP’s overall strategy towards CPR.

Ms. Taija Kontinen-Sharp, Programme Officer
The Programme Officer for the Crisis Prevention and Recovery Unit  assists in the coordination of UNDP’s overall involvement in the Nahr El Bared Camp (NBC) recovery process. She provides support through the development of project proposals in the area of Crisis Prevention and Recovery (CPR) and supports the Monitoring and Evaluation of CPR activities in the NBC, including reporting on various interventions. Furthermore she liaises with relevant UNDP projects in order to create a strategically coherent and sustainable approach to NBC interventions and provides support to the process of mainstreaming Crisis Prevention and Human Rights considerations into relevant programming activities.

Ms. Mirna Sabbagh, Programme  Officer
The CPR Programme Officer analyzes political, social and economic trends relating to CPR and participate in the formulation, management and evaluation of programme activities within the portfolio. The Programme Officer ensures administration and implementation of programme strategies, adapts processes and procedures, effective quality control over the on-going projects, as well as being to responsible for all donor-related requirements in terms of reporting and financial management. Finally provides support in creation of strategic partnerships and implementation of the resource mobilization strategy.

The Programme Assistant provides effective support to the Programmes. The Assistant provides programme support services, and assists in all technical issues as requested by the management of the portfolio to ensure effective maintenance.

RESOURCE MANAGEMENT UNIT

Ms. Lynn Khoury, Head of Resource Management and Programme Support
The Head of RMPS provides leadership on the wide range of services: Provides advice to the thematic programmes and to management on the planning and mobilization of financial resources’, as well as their allocation and management. Lead the RMPS team and ensures effective CO programme finance management.

Mr. Ribal Sarieddine, Resource Management Assistant
The Resource Management Assistant ensures coordination and effective information dissemination, administration of budgets and proper cash management and provide effective support to programme resources management.

Ms. Mervat Adbel-Fattah, Programme Finance Associate
The Programme Finance Associate provides accounting and financial support services to the Programmes, in addition to the maintenance and monitoring all the Project contracts, including their payments and salary processing.

Mr. Joe Orfali, Programme Finance Assistant
The Programme Finance Assistant prepares vouchers in ATLAS for all Requests for Direct Payments (RDPs). Assists processing the monthly salaries of projects

Ms. Ghinwa Eido, Programme Assistant
The Programme Assistant provides administrative support to UNDP projects and the RMPS Unit, through provision of support to administration of budgets and functioning of the optimal cost-recovery system. The Assistant reviews all administrative documents sent by the project

COMMUNICATION & OUTREACH

Ms. Mona El-Yassir, Head of Communication
The Head of Communications collaborates closely with the Country Office, staff, other UN Agencies, Government officials, the media, multilateral and bilateral donors, as well as and civil society. In association with these stakeholders and the Regional Communications Advisor, the Associate formulates and implements the internal, external, and advocacy communications strategies. She elaborates and implements the Publications Plan, and update UNDP Front Page, Communication & Outreach section, and provide overall comments covering the design and different inputs.

Ms. Guilnard EL Asmar, Communication Assistant
The Communication Assistant assists in the follow up and update of UNDP Website and UNDP Portal (press clippings and media institutions section). The Assistant also updates and follows up database applications (promotion materials, hotels, media, translators & interpreters). The communication Assistant acts as the NGOs Focal Point and manages the NGOs directory on UNDP’s Website.  

Ms. Elite Shehadeh, Journalist/ Writer
The in-house Journalist, as part of the Communications Unit, develops web content based on UNDP’s programmes and projects with a view to conveying UNDP’s results to the general public.  The Journalist writes many of UNDP website stories and assists the Communication Unit in gathering facts and information not only from the Programme and Project managers, but in particular through on-site interviews with beneficiaries and stakeholders in UNDP’s operations.

INFORMATION & COMMUNICATIONS TECHNOLOGY

Ms. Eliana Azzam, Head of ICT
The Head of ICT manages ICT services, develops and implements ICT management systems, provides information management tools and technology infrastructure. He is responsible for review of and advice on the use of new technologies to enhance Country Office productivity.

Mr. Chahid Sokhen, ICT Assistant
The ICT Assistant Supports implementation of ICT management systems and strategies,
And Ensures effective functioning of the CO hardware and software packages. The ICT Assistant also supports networks administration and provides administrative support.

ADMINISTRATION

Ms. Laurette Said, Operations Manager
The Operations Manager acts as an advisor to Senior Management on all aspects of CO management. She is responsible for strategic financial and human resources management, efficient procurement and logistical services, and ICT and consistency with UNDP rules and regulations. The OM sets policies and methods to maximize the CO performance in operations.

Mr. Fady el Meouchy , Travel and Administrative Assistant
The Administrative Assistant provides logistics and administrative support for travel and payments services in UNDP.

Ms. Souraya El Yafi, Administrative/Registry Assistant
The Registry and Administrative Assistant manages the registry and logistical services, including maintenance of the registry system, mail/pouch management, and liaises with the security information operations center. The Assistant also coordinates with the Ministry of Foreign Affairs & High Commission for Customs on various operational tasks.

Mr. Alexan Djerdjian, Facilities and Bldg Management Supervisor
The Facilities and Bldg Management Supervisor provides support to administrative services ensuring high quality of work, ensures accurate, timely and properly recorded/documented service delivery, ensures that UNDP building is maintained as per existing framework

Mr. Assaad Kayal, Driver
Mr. Rabih Okeily, Driver
The driver provides reliable and safe driving services, including the transport of authorized personnel, the delivery and collection of mail and documents.  The driver is also accountable for the regular maintenance of the assigned vehicle.

Mr. Elie Tawil, Head of Finance
The Head of Finance provides leadership in the execution of financial services in the Country Office, ensuring the effective and transparent utilization and integrity of financial resources and services.

Ms. Ghina Arslan, Finance Associate
The Finance Associate provides effective accounting and financial services to the Finance Unit including cost-recovery optimization and Country Office cash management systems.

Mr. Hassan Jaber, Finance Assistant
The Finance Assistant provides accounting and financial support to the Finance Unit, and supports the functioning of the cost-recovery and Country Office cash management systems.

Mr. Abdo Sadaka, Finance Clerk
The Finance Clerk provides accounting and financial clerical support to the Finance Unit and its documentation system.

PROCUREMENT

Ms. Mirvat Hammoud, Head of Procurement
The Head of Procurement provides leadership in the execution of effective procurement services in the Country Office. She also provides the support to the Programmes and Projects to ensure compliance with UNDP rules and international best practice in procurement, and liaises with external stakeholders and bidders to ensure a fair, transparent, and compliant procurement service.

Ms. Rana El Jordi, Procurement Officer
The Procurement Officer provides procurement services in the UNDP Country Office (CO) and ensures effectiveness, transparency and integrity in the office procurement process. The Procurement Officer carries out procurement operations for services and supplies in accordance with UNDP’s rules and regulations and in close collaboration with the operations, programme and project teams in the Country Office.

Mr. Charbel Hanna, Procurement Assistant
The procurement assisstant provides technical support to implementation of operational strategies focusing on full compliance of procurement activities with UN/UNDP rule, regulations, policies and strategies. The assisstant also supports procurement processes for CO, NEX/DEX projects and at the request of other agencie

HUMAN RESOURCES

Ms. Rowaida Khalife , Head of Human Resources
The Head of HR provides leadership in the execution of the full range of  Human Resources services in the Country Office.  She leads the the Human Resources (HR) Unit and is responsible for recruitment, the internal Review & Competencies Assessment (RCA) (performance review system of staff) and the benefits & compensation programs. Doubling as the Learning Manager in the office, she spearheads development of the annual “Whole Office Learning Plan” which sets out the learning objectives for staff and identifies the resources necessary to achieve them.

Ms. Diana Bassil, HR Services Assistant
The Human Resources (HR) Assistant ensures implementation of HR plans, assists in the implementation of HR Services related to projects personnel, ensures proper management of service contracts and SSA contracts and supports knowledge building and knowledge sharing in the Country Office

Ms. Janine Dagher, Recruitment officer
The Recruitment officer manages the recruitment process and ensures consistent implementation of the UNDP “Staffing Plan”, and provides support to the enrollment process of new hires.

Ms. Diyala Al Nehlawi, Human Resources Development Assistant
The HRD Assistant assists in the execution of the full range of Human Resources services in the Country Office. She contributes to staff career development plan and  “Whole Office Learning Plan”

UNITED NATIONS VOLUNTEERS (UNV)

Ms. Caroline Lensing-Hebben, Programme Officer
The PO operates under the UNV business model consisting of three interrelated and mutually reinforcing areas of intervention: global advocacy for volunteerism and development; integrating volunteerism in the development programming; and mobilizing volunteers for peace and development. His role is to manage the UNV Country Office Team (COT), formulate and develop programmes in support of UN partners, government counterparts, Non-governmental Organizations (NGOs), Community Based Organizations (CBOs), Volunteer Involving Organizations (VIOs), and demonstrate the distinctive contribution that the UNV programme brings into the broader peace and development agenda of the United Nations.

Ms. Yeranouhi Kejijian, UNV Country Operations Assistant
Responsible, primarily, for personnel and administrative requirements related to the national and international UN Volunteers (UNVs) assignments in the country as well as assist and facilitate the recruitment of UNVs for assignments abroad. The Operations Assistant promotes Volunteerism for Development (V4D), through organizing and participating in volunteering activities and mobilizing volunteers. Organize and celebrate the International Volunteer Day (IVD).
