Background
The goal of the project is to enhance the human security of people living in cluster bomb affected communities by removing this threat (“freedom from fear” approach) and providing meaningful mechanisms for rehabilitation to resume their livelihood that was taken away by conflict (“freedom from want” approach).
The project entails three interdependent objectives as follows:
1- To empower cluster bomb-affected communities, through a cluster bomb clearance programme, to free their immediate environment from the danger that threatens their survival, livelihood and dignity. (UNOPS/UNMAS)
2- To establish a dialogue between all stakeholders to achieve consensus on priorities and post-clearance activities to ensure the maximum benefit to the community. (UNOPS/UNMAS)
3- To enable the landmines and UXOs affected communities to strengthen livelihood creation through various community-driven workshops and trainings, thereby contributing to sustainable peace and confidence-building in post-clearance communities (UNDP).
The Targeted Beneficiaries:
Municipalities, local cooperatives, youth groups, de-miners and other identified community groups.

The expected Outputs of the project are as follows:
- Residents (men and women) of mine-affected communities have the skills needed to obtain jobs.
- Cooperatives established with the capacity to operate small-businesses in communities.
- Municipalities enabled to enhance community participation in planning and management of development projects.
- Youth groups contributing to sustainability of community development by participating in social reintegration and reconciliation activities.
Achievements & Expected Results
To date, the main achievements of the project are:
- Two new implementing partners were contracted by UNDP to conduct vocational and capacity building training;
- Launch of the vocational training component covering 110 beneficiaries in the targeted communities.
- Enhancement of the local municipalities’ and cooperatives’ performance by providing the essential tools and skills vital for community development;
- Enable the cooperatives as well as the municipalities’ members to have a holistic vision in developing their community instead of focusing on small and rapid repairs;
- Development of the municipality and cooperative members’ capacity to align their thinking with the appropriate project development approach;
- Support of local communities services by the implementation of community based projects (36 projects),
- Establishment of eighteen (18) youth groups in the area of operation of the project.
- Raising the number of the youngsters, members of the youth groups from 150 to 263 members.
- The youth groups implemented eighteen community activities in their respective villages; the activities brought the youngsters together and were well appreciated by the local communities.
- The youth groups were established within the municipalities’ premises, and the youngsters held monthly meetings with the municipal councils to discuss their concerns, needs and ambitions, as a result joint activities were organized. Such coordination mechanism was innovative and made crucial changes in the selection criteria of the municipalities’ community projects.
- The youngsters were empowered and enabled to play an important role in developing their local communities.
- The youth initiatives planned and organized on monthly basis, are playing an essential role in bringing different political parties within the same villages together.
- The Art activities implemented in five villages, gathered youngsters from different communities together to spread a message of peace.
