Background
Under the Institutional Strengthening Project (ID 00071158) for the implementation of Montreal Protocol, the National Phase-out Management Plan (NPMP) had been designed to phase out the remaining consumption of controlled substances under Annex-A, Group-I substances (CFCs) of the Montreal Protocol, in Lebanon over the period of 2004–2009. The operations of the NPMP are funded by the Multilateral Fund through the Institutional Strengthening programme, implemented by the UNDP – Montreal Protocol Unit, executed nationally by the Ministry of Environment in close coordination with the UNDP Country Office.

To achieve this target as per the agreement between the Ministry of Environment and the Executive Committee of Montreal Protocol, a combination of investment, training, technical support and institutional support activities had been developed. The National Phase-out Management Plan for CFCs enabled Lebanon to comply with the Montreal Protocol control schedule milestones of achieving 50% of the baseline consumption by 2005 and 15% of the baseline consumption by 2007. Complete phase-out is proposed to be achieved by end of 2009. The project had been implemented through five annual implementation programs with annual targets for CFC consumption and phase-out.

The NPMP is being implemented through a combination of investment, technical support, training and institutional support component, envisaging in particular:
- To achieve complete phase-out of Annex-A, Group-I substances (CFCs) in Lebanon by 2009.
- To enable Lebanon to meet its obligations of phased ODS reductions in accordance with the control schedule of the Montreal Protocol.
- To ensure timely, sustainable and cost-effective CFC phase-out, through development and implementation of a combination of investment, technical support, training and policy/management support components.

Achievements & Expected Results
In the course of implementation of the National Phase-out Management Plan for CFCs in Lebanon (NPMP), and considering the MLF eligibility criteria in upgrading the enterprises in the different sectors to non-CFCs technology, the project has achieved:
- Consistent compliance with the Montreal Protocol obligations and control measures (ODS data reporting and reduction schedules, ratification of all MP amendments).
- Reduction of ODS consumption in the country from 923 Tonnes in 1993 to 33.17 Tonnes in 2008.
- Strengthening the capacity of local industries through the conversion of eligible recipient industries from CFC-based to non-ODS technologies:
* 27 Refrigeration Industry
* 13 Foam Industry
* 1Aerosol Industry
- Provision of high quality technical support to the refrigeration vocational training centres in Lebanon through the delivery of equipments (Demonstration units, mini-reclamation units, refrigerant identifiers) and the training of 17 refrigeration teachers on the best available technologies in the refrigeration sector (4 training sessions).
- Support the refrigeration service sector in Lebanon, through the delivery of Refrigerant Recovery, Recycling and Recharging Units for Mobile Air conditioning (MAC) Systems for 110 MAC workshops and Mobile Air Conditioning (MAC) Tools for 126 MAC workshops.
- Capacity building for Customs officers through providing them with Refrigerant Identifiers to be used at the different entry-points in Lebanon.
- Strengthening the capacity of refrigeration technicians in Lebanon through the implementation of Technicians Training Programme to 600 technicians (45 sessions).
