Background
In 1992, the Government of Lebanon launched an emergency rehabilitation and reconstruction plan for the country. The most prominent component of this plan was the rehabilitation of the country’s electricity sector. Investments increased power production capacity from 600 MW in 1992 to 1400 MW in 1998. However, with an estimated yearly growth rate of 4-6% in energy demand, interest in end-use energy efficiency and conservation are being seen as a viable alternative to meet growth in demand.
Lebanon, however, has no former experience with such endeavours and lacks the mechanism and framework for the definition and undertaking of end-use energy conservation schemes. Consequently, a number of critical barriers exist at present, which could prevent any intentions at end-use energy conservation. For measurable and sustainable energy savings to be achieved a mechanism needs to be established and barriers need to be removed.

The project aims at the followig:

- Establishing the Lebanese Center for Energy Conservation and Planning.
- Providing necessary engineering and energy marketing services pertaining to energy conservation.
- Assisting the GoL in strengthening its policy aspects and increasing public awareness pertaining to energy planning and conservation issues.

Achievements & Expected Results
- Set up the project's office in MEW and recruiting the team.
- Formed the National PCC and Assigning the National Focal Points.
- Conducted a number of surveys, namely, a market survey, a national socio-economic survey, a solar market survey, a survey on the standby energy consumption for residential sector and another on the consumption of energy within industries in Lebanon.
- Developed the Project's Marketing Strategy and awareness strategy.
- Launched the first national energy efficiency marketing campaign and solar water heaters campaign. Launched the Energy Audit Campaign.
- Participated in various awareness and promotional exhibitions (Project Lebanon, Energy Week at Order of Engineers and others).
- Developed and distributed an awareness brochure in collaboration with EDL as well as the corporate and technical brochures (Phase 2 up to 800,000 copies).
- Assessed the various existing financial mechanisms & initiated the process of development of specific financial mechanisms for the project.
- Identified the 5 appliances for which minimum efficiency standards and labelling requirements to be developed, developed and adopted the solar thermal standards in coordination with LIBNOR and developed the initiative of fridges and CFL standards.
- Audited the first and second lots of sites (32). Assigned successful contractors to conduct energy audit for Lot III (15 sites) and initiated the works.
- Assigned the Energy Audit Expert and conducted two energy audit training courses in cooperation with Econoler International.
- Identified the potential ESCOs in Lebanon and created a link with regional/Int’l ESCO’s.
- Supervised the installation of 500 solar water heaters in the south(Chinese Solar Donation).
- Followed up on Energy Conservation Measures implementation on several sites (Order of Engineers, MEW building, Spinneys, etc…).
- Official signature on the agreement between MEW & UNDP to establish the LCEC.
- Initiated the works for the preparation of Energy Efficiency Law based on regional experience whereby several countries had been visited.
- Distributed the several issues of LCECP 's electronic newsletter & 1st LCECP's newsletter.
- Adopted the standards for the Solar Water Heaters and EE Lamps on voluntary basis (AC, Fridges, and gas /electric heaters by the end of 2007).
- Finalized the Boiler Tuning Programme whereby 47 sites utilizing hot water / steam boilers are visited and checked the installed boilers.
- Initiated PF enhancement programme whereby 50 sites will be visited and checked.
- Collaborated with private sector to promote Energy Efficiency concept on national level.
- Supported UNDP in preparing and developing EE & RE proposal whereby several donations were confirmed (Chinese Donation, Hellenic Air, CEDRO project, SIDA).
