Background
The principle objective of the NHDR is to examine the context of human development from a national perspective and emphasize national priorities in a timely manner. To respond to the significant challenges Lebanon is facing, the theme of the current NHDR is Reconsidering the Role of the State and Citizenship. At stake is insuring a just transformation in structures of power and resource allocation within a sustainable democratic system. Through its participatory approach the report aims to forge partnerships for development between different groups of stakeholders including decision makers, policy experts, and members of civil society organizations, the private sector and the public at large. It will raise awareness about key issues, optimize the use of national skills and experience and support national policy initiatives and innovative human development activities.
Achievements & Expected Results
1) Detailed Draft Outline of the Report;
2) Formation of an Advisory board;
3) Began fundraising initiative for specific tracks within the project;
4) Commenced with Consultation and discussion meetings: Conducted a series of individual meetings with key informants and members of the advisory group on the report outline; In house UNDP roundtables on the outline of the report; Presentations of Outline to different groups of stakeholders;
5) Finalized the Outline of the report based on feedback collected at the above mentioned events/meetings;
6) Co-organized with the Sustainable Democracy Centre three workshops on Lebanese Youth Read the Law: The challenges of Sectarianism and Citizenship;
7) Finalized the NHDR Web site: www.nhdrlebanon.org;
8) Finalized the TORs for 8 background papers;
9) TORs were explained to consultants on an individual basis;
10) Commissioned 5 out of the 8 background papers identified, three more to be finalized this week;
11) Commissioned the Democracy index; which is an aggregation of indicators reflecting the efficiency of elections in serving its purposes;
12) Co-organized with the Friedrich Ebert Stiftung a roundtable discussion to examine the outcomes of a survey conducted in 2006 on issues of culture, identity, self perception, confessionalism and citizenship and analyse their implications for citizenship practices in Lebanon;
13) Organized a law focus group to debate the law component in the National Human Development report in the presence of prominent experts with thorough knowledge of country specificities;
14) Identified and produced the Statistical Tables to be included in the final NHDR report with a clear mention of the indicators involved based on their relevance to the theme of the report;
15) Compiled a list of resource material available including books, articles, newspaper clips and resource centres; (?)
16) Prepared a database of stakeholders to involve at the different stages of the project implementation;
17) Launched the 101 stories to tell initiative in collaboration with Maharat; Activities covered to date: (i) Launching event, (ii) media plan for the activity (iii) advocacy and outreach through media (iv) coordination and follow-up to ensure efficient media coverage, (v) production and printing of posters and brochures for the activity, (vi) distribution of posters and brochures to public and private schools, NGOs working in fields related to citizenship, municipalities, local communities through UNDP led projects…etc; (vii) assistance to inquiries on the activity, (viii) compilation of the received stories,
(ix)secured in kind contribution for media component of activity;
18) Prepared a draft Media and Communications Plan for the follow-up stages of the project.
