Background
The mandate and role of the Office of the Minister of State for Administrative Reform (OMSAR) towards improving the performance of the public sector and reduce its cost is in line with on-going national efforts to control the budget deficit and reduce the debt burden. With the adoption of the National Strategy for Administrative Development and the alignment of the UNDAF goal on Enhancing Decision Making Capacity with OMSAR’s mandate, a new generation of assistance becomes central. In this new generation, UNDP will assist OMSAR in enhancing the targeting and sustainability of its assistance to the national reform agenda, through a thorough results framework. In this new project, UNDP will assist OMSAR functions that reinforce national efforts to achieve the following objectives: Objective 1: Modern management capacities developed and established in key administrations, Objective 2: Reduction of the size and cost of the Public Administration, Objective 3: Modernization of legislations, Objective 4: Citizen oriented administration. The project strategy will focus on four axes of intervention and/or functions: 1) Institutional Development, 2) Coordination, 3) Legislative, and 4) Information and Communications Technologies (ICT).

?Develop, update and execute an administrative reform strategy for the Lebanese public administration.
?Build consensus on an administrative reform program
?Introduce modern management techniques to the Lebanese public administration.
?Assist in modernizing relevant legislations
?Introduce ICT to the public sector at large.
?Develop and update an e-government strategy and participate in the execution of some of its components



Achievements & Expected Results
•Develop the administrative reform strategy and the e-government strategy and conduct several awareness initiatives to highlight their components.
•Transforming strategies and national reform objectives into practical programs and projects
•Install the necessary ICT infrastructure in key ministries and institutions (installing 5000 PCs, network infrastructure, thousands of access points, provide internet access to most ministries ….)
•Build capacities in the public sector through proper training (the project provided ICT training for 8000 staff and management training for 2500 government staff)
•Deployed 10s of ICT applications (Commercial registry at the MOJ, work permit at the MOL, medical and social compensation at the COOP, GIS applications, Document management applications, HR systems ...etc)
•Prepared and implemented 10s of legal and organizational development studies (review of organizational structures, simplification of procedure, review of laws and regulations
•Mobilization of financial resources and establish technical cooperation capacities in relevant entities.
