Background
The aim of this project is to support dialogues, sustainable civil peace and constitutional strengthening in Lebanon through the provision of technical assistance, technical information & knowledge resources, research, expertise and other essential resources. This support will be available to all national stakeholders, including relevant government ministries, civil society organizations, and existing (or to be formed) structures and institutions responsible for sustaining civil peace, formal and informal negotiations and dialogues, the implementation of negotiated agreements, and issues related to constitutional empowerment.

The two main outcomes are the following:

I. Technical assistance, essential resources and professional support provided to develop and strengthen the mechanisms, initiatives and structures to sustain civil peace and the objectives above.

II. Professional support, knowledge resources and advice provided to the responsible entities and related public institutions upon their request and within the framework of the objectives of this project.

The objectives of this support are to:

1. Support dialogues, structures, mechanisms and committees upon request;
2. Strengthen the capacity of national stakeholders, government and civil society in building sustainable civil peace;
3. Support constitutional mechanisms and mandated implementation institutions;
4. Support the creation of problem-solving mechanisms for overcoming dead-locks;
5. Support the enablement of sufficient public awareness and participation in dialogues and other reform initiatives that foster sustainable civil peace; and
6. Support the creation of a National Institute (for dialogue, consensus building, unity, constitutional empowerment and civil peace).
