Background
The National Ozone Unit (NOU) within MoE has been established in 1998 by the Government for the overall coordination of the ODS phase-out programme in Lebanon and to act as a national focal point for the implementation of the Montreal Protocol. The operations of the NOU are funded by the Multilateral Fund through the Institutional Strengthening programme, implemented by the UNDP – Montreal Protocol Unit, executed nationally by the Ministry of Environment in close coordination with the UNDP Country Office.
Lebanon is committed to the complete phase-out of ODS in accordance with the Montreal Protocol control schedule. Lebanon ratified the Vienna Convention and the Montreal Protocol in March 1993. Since the per capita consumption of ODS in Lebanon was less than 300 gm, Lebanon was classified as a country operating under Article-5(1) of the Montreal Protocol and therefore became eligible to receive assistance from the Multilateral Fund (MLF) in order to meet its obligations under the MP. Lebanon received financial assistance from the MLF for the development of a Country Programme and the development of a national strategy for phase-out of ODS in accordance with the milestones applicable to Article 5(1) countries. Lebanon’s CP was completed with the assistance of the UNDP in 1994. The Executive Committee (ExCom) to the Multilateral Fund subsequently approved the Lebanon CP in its 19th meeting in May 1996.

The project objectives are summarized in the following:
- Extension and increase in national awareness on dangers of ODS.
- Dissemination of information on new technologies and ODS substitutes to the industrial sector in the country.
- Monitoring and evaluation of progress of implementation of ODS phase-out activities.
- Development and enforcement of legislation in support of effective monitoring and control of ODS.
- Reporting, evaluation and analysis of ODS consumption & importation.
- Liaison between government and responsible international agencies, information exchange with other parties.
Achievements & Expected Results
Lebanon has made significant progress in ODS phase-out over the past 12 years:
- Consistent compliance with the Montreal Protocol obligations and control measures (ODS data reporting and reduction schedules, ratification of all MP amendments).
- Provision of high quality technical and policy advice to governmental institutions, including the development of supportive legislations.
- Reduction of ODS consumption in the country and in accordance with the agreement between the MOE and the Executive Committee of the Montreal Protocol, from 923 Tonnes in 1993 to 72.67 Tonnes in 2007.
- Strengthening the capacity of the stakeholders including industry to meet the phase-out challenges, introducing sustainable and advanced environment-friendly and techno-economic technologies.
- Introduced a sustainable management and institutional infrastructure deployed for meeting the CFCs phase-out commitments through the successful implementation of the National Phase-out Management Plan of CFCs (NPMP) in Lebanon.
- Addressed the public of the problem of the depletion of the ozone layer, introducing several awareness outreach programmes targeting all age groups, and communities raising the awareness about ozone depletion which has facilitated compliance with the Montreal Protocol.
