Background
The project objectives are:
1- To mainstream social policy considerations in the national decision making.
2- To enchance the leadership and advocacy role of the Ministry of Social Affairs.
3- To assist in the formulation and implementation of social policies at the national level, and in the Ministry of Social Affairs (including the formulation of policy papers in the area of social protection in light of its priority for poverty reduction).
4- To suggest applied policies and reforms that focus on elaborating and implementing the Ministry’s vision and plans to restructure service provision, by revitalizing the Social Development Services Centers and revisiting MoSA’s partnership modality with NGOs.
5- To strengthen the internal capacities of NGOs through the NGO Resource Unit.



Achievements & Expected Results
The major achievements of the project can be summarized as follows:
- Support the development of the Social Action Plan (submitted to Paris III) and the elaboration of detailed working plan following Paris III recommendations. Acting as administrative/technical secretariat to the Inter-Ministerial Committee for Social issues.
- Support the reform plan of the Ministry of Social Affairs including the development of new criteria for the Welfare Institutions wishing to be contracted by MoSA and the elaboration of new procedures for partnering with NGOs (or other development stakeholders) for implementing a local development project.
- Production of a poverty profile to the country through the production of the “Poverty, Inequality, and Growth” Report (Poverty Line, Poverty Gap, etc...), the Mapping of Living Conditions (Unsatisfied Basic Needs approach), and the Comparative Mapping (1998-2004).
- Support the implementation of two major household surveys – the National Survey of Household Living Conditions. In 2004/05 and 2007 and the production of the Living Conditions Report for 2004 and 2007. Production of Periodic statistical Fact Sheets noting major development indicators based on the data of the National Survey for Household Living Conditions 2004 and 2007.
- Production of comparison tables of most indicators of major national surveys conducted during the past 10 years in order to include them in the DATABANK (Part of the Population Development Strategies Project, joint project between MoSA and UNFPA).
- Implementation of NGO Summer School for four consecutive years: The summer school included arround 6 to 8 workshops on different topics related to the work of NGOs (project management, strategic planning, financial planning, proposal writing, fundraising techniques, etc.). Each year the summer school attracted an average of 30-50 NGOs and 150-200 participants.
- Production of reference book on Internal Governance of NGOS.

Major Activities for 2008:
1- Finalized the Production of two reports on poverty and the living conditions of the population: the Living Conditions Report for 2007 and the Mapping of Living Conditions, 2008.
2- Organized the NGO summer school for 2008 (including 8 workshops)
3- Initiated the work on the NGO database and directory (compilation of information) and the process of NGO Capacity Building Needs assessment.
