Background
The Nahr Bared Palestinian camp in North Lebanon has been the scene of a destructive battle during the summer of 2007. The camp has been severely damaged and needs to be rebuilt. There are important environmental implications that need to be taken into consideration during reconstruction of the camp. Environmental impacts include, among others, the significant increase in special wastes particularly construction and demolition wastes and scrap vehicles, pollution of water resources, including seawater, due to leakage of pollutants, and increased air pollution.
The project goal is to develop an action plan consisting of a series of practical, integrated and ready to implement structural and non-structural measures for rebuilding the Nahr Bared camp in a sustainable manner while addressing significant environmental damages caused during the conflict of summer 2007.
Achievements & Expected Results
In developing the action plan, the following should be performed:
- Assess the key issues of concern including a description and quantification to the extent possible of the associated environmental impacts and magnitude of the problem at stake.
- Prioritize the issues of concern based on criteria agreed upon with the concerned agencies.
- Identify for each issue of concern concrete, feasible actions that need to be undertaken to minimize environmental damage; when damage has already been incurred, recommend corrective actions when possible.
- Develop an environmental action plan including actions to be undertaken to address each significant environmental impact identified, distribution of responsibilities, and estimated budget required to implement the action.
